This tobacco-free school and college push sounds good on paper,but honestly,real test will be in implementation only . Because rules around tobacco near educational institutions already exist,still students keep seeing shops and easy access around many campuses.
On May 29,2026,World No Tobacco Day,Punya Salila Srivastava,the Union Health and Family Welfare Secretary,introduced pilot version of Tobacco-Free Educational Institutions (ToFEI) Application . This app is meant to help schools and colleges follow tobacco-free norms in more organised way.
And theme this year,“Unmasking the Appeal - Countering Nicotine and Tobacco Addiction,” is actually very direct . It points at same problem everyone knows but many ignore,nicotine is being made to look attractive to young people,and students are getting pulled into it early.
The initiative comes under National Tobacco Control Programme (NTCP),with focus on healthier spaces for students . Not some small issue ah,because once tobacco habit starts during school or college years,it can stay for long time.
Few things standing out in this app plan:
- Self-assessment and monitoring by educational institutions.
- Ban on selling tobacco products within 100 yards of educational institutions.
- Awareness activities for students and faculty against tobacco use.
Srivastava said app will support states and educational institutions in maintaining compliance with ToFEI guidelines . Basically,institutions will be expected to check themselves,report properly and follow standard monitoring process instead of treating tobacco-free boards like decoration .
For now,pilot project will start in three states:Rajasthan,Meghalaya,and Maharashtra . This phase is supposed to check whether app actually works on ground and what kind of data can be collected before taking it across country.
At same time,Ministry also released Standard Operating Procedure (SOP) for collection of tobacco product samples . That part is about making testing and regulatory process more reliable,so action against tobacco misuse does not fall apart because sample chain was weak.
And tbh,this whole thing feels like one of those ideas which can help if schools,colleges,local authorities and shops nearby all take it seriously . But if it becomes just another app with forms filled for record sake,then students will still know where to buy tobacco after class…
