Because US-India ties have been looking bit uneasy lately.
And main reason is not hard to understand. Tariff disputes created friction earlier,and then United States' renewed engagement with Pakistan also made India uncomfortable about where exactly Washington stands in this strategic partnership.
Officially,discussion was around Quad,the grouping of India,US,Japan,and Australia focused on Indo-Pacific region . But behind that,there was clearly effort to calm things down and show that relationship with India still matters.
Rubio’s visit focused on strengthening bilateral ties in areas like maritime security,critical minerals,and energy supply chains . In his conversation with Prime Minister Narendra Modi,Rubio also spoke about ongoing cooperation across defense and trade.

And PM’s office said both sides discussed regional and global issues,including situation in West Asia . Modi also reiterated India's commitment to resolving conflicts through dialogue and diplomacy,which is very much India’s usual line in such moments.
But tbh,former Indian High Commissioner Ajay Bisaria calling this partly a "damage control visit" says lot . He pointed out that relationship had suffered during Trump administration because of tariff issues,and even though rollback of some tariffs helped,concerns over US approach to Pakistan have not disappeared .
That Pakistan angle is not small thing ah,especially when India’s security concerns and terrorism issues are involved . Bisaria’s warning that US must remain sensitive to India's security concerns feels like real core of whole matter.
So yes,Rubio’s visit may help in resetting tone,but trust in such relationships does not come back through one meeting only . India will watch what Washington does next,especially on Pakistan,trade,and security cooperation…
