This Telangana warning over rural employment law is not small thing ah . Cabinet Sub-Committee of Telangana,chaired by Irrigation Minister N. Uttam Kumar Reddy,has clearly sounded alarm on Central Government's proposed Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission Grameen (VB-G RAM G) .
And honestly,when state committee itself says cautious approach is needed,it means they are seeing some serious problem inside draft . This came up during its inaugural meeting held at Secretariat,where members unanimously agreed that rushing into this law may hurt state's interests.
Main worry is around proposed replacement of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) with VB-G RAM G Act,which is scheduled for implementation on July 1 . For rural families who depend on employment guarantee work,this kind of change is not just policy talk,it directly affects daily survival .
And this is where things get uncomfortable .
Committee feels new framework may reduce role of state governments in planning and executing employment guarantee programs . If that happens,states may be left with more financial liabilities but less control over how schemes actually run on ground.
Few points standing out from this meeting:
- Committee fears rural poor may face disadvantage in accessing jobs and livelihoods.
- Several non-BJP-ruled states have raised concerns about extra financial responsibilities under new act .
- Amendments are expected to focus on protecting self-help groups and small farmers.
Members and officials also raised concern that rural populations may face more pressure under new system,especially in states like Himachal Pradesh,which have not yet adopted proposed changes . That part matters because every state has different local conditions,job needs and rural economy pattern .
Telangana committee now wants to propose amendments so vulnerable sections do not lose rights and protections already available to them . Self-help groups,small farmers,rural workers… these are not people who can absorb policy shocks easily.
And tbh,the cooperative federalism point is also important here . State seems to be saying Centre should give greater fiscal support instead of shifting burden and expecting states to manage everything with limited space .
At same time,this whole debate is bigger than one law only . It is about whether rural employment programs will remain locally planned and protective,or become more centralised with states carrying risk .
For now,Telangana is taking cautious stand,but real question is whether Centre will listen before July 1 or whether states will be forced to adjust after damage starts showing on ground…
