This United Nations report is honestly very disturbing because numbers are not just slightly up,they have more than doubled . And when we are talking about conflict-related sexual violence,that jump feels extremely heavy to even read.
Annual report submitted to Security Council says 9,788 verified cases were documented in 2025,compared to 4,617 cases in 2024 . That is not small increase ah. Report says brutality has been extreme,and overwhelming majority of victims are women and girls.
But even these numbers may not show full reality. UN Secretary-General's report clearly says figures do not represent complete picture because ongoing conflicts,insecurity and limits on humanitarian access have badly affected reporting and documentation of such violations.
And honestly,this part makes whole situation even darker. If access is blocked,if survivors cannot safely report,if teams cannot document properly,then real scale could be much worse than what is officially written .
Few things standing out clearly in report:
- The report lists 77 parties,including state and non-state actors,for conflict-related sexual violence .
- Israeli armed forces and Russian armed forces are newly listed as perpetrators.
- Over 65% of listed parties have failed to take corrective actions for years.
In 2025,report says there was surge in documented cases where sexual violence was used as tactics of war,torture and political repression . Civilians faced rape,gang rape,abductions and sexual slavery by both state and non-state actors. Reading this as just “conflict data” almost hides how horrific it is for actual people living through it.
And displaced,refugee and migrant women and girls are again shown as especially vulnerable. Which is sadly not surprising,but still painful. When people are already running from violence,losing home,losing safety,then this kind of abuse becomes another layer of cruelty.
Budget cuts also made things worse,with specialized capacity for gender and women's protection being reduced in many places . So at same time when cases are rising,the systems meant to support survivors and track violations are getting weaker only.
Report also says many parties have appeared in annex for five or more years without taking remedial or corrective action . That means this is not one-time failure,it is repeated pattern with very little fear of punishment .
And that is most uncomfortable part here… if parties keep getting named year after year and still nothing really changes,then what message is being sent to victims waiting for justice?...
