This stray dog issue has now reached serious legal stage in Tamil Nadu and Puducherry,and honestly,it is not some small civic complaint anymore . Madras High Court has taken up suo motu case after Supreme Court raised strong concern about public safety and feral dogs in crowded areas .
And hearing is fixed for June 22,2026,with Chief Justice Sushrut Arvind Dharmadhikari and Justice G. Arul Murugan presiding over matter . That itself shows court is treating this as urgent issue,not routine municipal file.
Supreme Court's three-judge Bench had recently said that "unchecked population of dogs has become increasingly feral" . Strong words,but when you see numbers,it becomes clear why court is worried.
Tamil Nadu reportedly saw 2.63 lakh dog bites and 17 deaths in just four months of 2026 . That number is not small thing ah,especially when children and elderly people are also being attacked.
Few points standing out from Supreme Court's direction:
- Stray dogs should not be returned to same locations from which they are captured for sterilization .
- Sufficient Animal Birth Control (ABC) centers and trained personnel are needed across country .
- High Courts can take suo motu petitions so local conditions are handled properly.
But this whole debate is also sensitive because animal compassion is involved . Many people care deeply for dogs,and that is valid . At same time,citizens also have right to walk safely in their own street without fear of attack.
Supreme Court also said "this court cannot also remain oblivious to the harsh and deeply disturbing ground realities" . And tbh,that line captures whole tension here . On paper,Animal Birth Control framework has existed for over two decades,but implementation on ground seems patchy in many places.
Madras High Court now appears to be looking at humane management along with public safety . Regular sterilization,vaccination programs,proper ABC centers and helplines for reporting dog bites are all part of discussion.
And maybe this case will push local bodies to stop treating stray dog management like something to be handled only after tragedy happens . But how to balance safety,animal welfare and weak municipal systems without creating more anger on both sides… that question is still hanging.
