Key Takeaways

  • Government mandates Meta to disable CSAM ads
  • Meta given seven days to respond to notice
  • Investigation reveals Instagram's role in CSAM ads

Something very serious has now come out involving Meta and its platform Instagram . Indian government has directly summoned the company over reports that child sexual abuse material advertisements were actually running on Instagram . And honestly, the gravity of this situation is difficult to overstate.

According to reports,Ministry of Electronics and Information Technology, known as MeitY,issued formal notice on July 5,2026 directing Meta to immediately disable all advertisements that promote or facilitate access to child sexual exploitative and abuse material, referred to as CSEAM . Company has been given seven days to provide detailed explanation about what exactly happened and what steps have been taken.

This whole action was reportedly initiated after IT Minister Ashwini Vaishnaw directly directed senior Ministry officials to act . So this did not happen automatically — someone at top level pushed for this response.

What actually triggered the summons is important to understand here.

BBC Eye investigation reportedly exposed that Instagram was running paid advertisements that were promoting child sexual abuse material . These ads were allegedly connecting users to Telegram channels where such material could be purchased . That is not small thing . That is paid advertising actively directing people toward criminal content .

Few key points from what has been reported:

  • Meta is required to disable all advertisements promoting CSAM immediately.
  • Meta must provide detailed explanation to MeitY within seven days of July 5,2026 notice.
  • Investigation was prompted by BBC Eye report that revealed Instagram's alleged role in advertising CSAM.

Meta has responded to this through spokesperson who reiterated company's so-called "zero tolerance policy for soliciting or sharing CSAM" . Spokesperson acknowledged that advanced technology is being used to identify and remove such content but also admitted that criminals continuously attempt to exploit platform . Honestly, that explanation feels very thin given what has been reported .

Because Meta's own advertising policy clearly states that all ads must follow community standards which prohibit sexually explicit content . IT Act,2000 also outlines severe penalties for publishing or transmitting obscene material involving children . So question becomes — how did paid advertisements promoting this material get approved and run at all?

Government has also reminded social media intermediaries about their obligations under IT Intermediary Guidelines and Digital Media Ethics Code Rules,2021 . Failure to follow due diligence requirements could result in loss of legal protections against third-party content . That is real legal pressure being placed on Meta right now.

It is also worth mentioning that Ministry of Home Affairs runs National Cyber Crime Reporting Portal for reporting such offenses . Indian Cyber Crime Coordination Centre,I4C,also exists to handle these matters . And India has history of blocking websites containing CSAM based on Interpol lists provided through CBI,with ISPs also directed to restrict harmful content.

But here is what is sitting uncomfortably in all of this… if paid advertisements for child sexual abuse material were running on one of world's most used social media platforms, approved through their own systems, then what does that actually say about the state of content moderation at these companies? Government is waiting for Meta's response within seven days . And whatever that response contains, many people are going to be watching very carefully to see whether it is genuine accountability or just another carefully worded corporate statement…
