The Indian Home Ministry declared the Shahzad Bhatti Network (SBN) a terrorist outfit under the Unlawful Activities (Prevention) Act (UAPA). The government invoked Section 35 of the UAPA to include SBN in its First Schedule, which lists organizations deemed to pose a danger to national security.
The Home Ministry cited the network's threat to India's democratic system, communal harmony and internal security as the reason for the classification.
