This Punjab Cabinet decision is actually big one,and honestly,many workers will be watching it with lot of hope . On May 30,2026, Punjab Cabinet led by Chief Minister Bhagwant Mann decided to regularize over 65,000 employees across various government departments .
And this is not small thing ah,because many of these people have been working for years without proper formal recognition . Same work,same pressure,but job security always hanging somewhere in middle because private contractors were standing between worker and state.
Main idea here is to end dependence on private contractors and create direct employer-employee relationship . Government is saying this will give job security,dignity and clearer route toward permanent employment for workers who have served state for long time.
The Cabinet has also moved legal changes for this transition . It has introduced two new ordinances,including repeal of Punjab Adhoc, Contractual, Daily Wage,Temporary,Work Charged and Outsourced Employees’ Welfare Act, 2016 .
And along with that,Punjab State Outsourced Personnel (Transition to Contractual Engagement) Bill, 2026 and Punjab Contractual Personnel (Absorption Against Sanctioned Vacancies) Bill,2026 have been cleared . Basically,out sourced employees will now come directly under state employment framework.
Few things standing out clearly in this decision:
- Direct employment for 65,048 workers,with Over 26,000 set to benefit initially.
- Clear path to permanence,as employees can move from contractual to permanent roles after ten years.
- Ministerial panel reconstituted to address outstanding dues related to pay and pensions.
CM Mann also made one strong statement here,saying,"No contractor will now stand between these employees and state." And tbh,that line will connect with many contract workers because contractor system has always been one sore point for people doing government work without government-level security .
He also said employees in hazardous roles will qualify for direct state contracts after completing three years of service,while others will do so after five years . That detail matters because risk-heavy jobs should not be treated casually only .
And now real question is implementation . Paper decision looks worker-friendly,strong and overdue,but thousands of families will judge it by salary security,pension dues,actual absorption and how fast files move from department to department…
Because announcement gives hope,but for workers waiting since years,hope also needs official order in hand…
