So the CBI has officially filed a chargesheet in the NEET-UG 2026 paper leak case.
The chargesheet was submitted to the Rouse Avenue Court in Delhi, naming 13 accused individuals. The document was compiled by the Economic Offenses Wing of the CBI. The case is to be heard before a specialized fast-track court. The individuals named are Yash Yadav, Mangilal Biwal, Dinesh Biwal, Vikas Biwal, Shubham Khairnar, Dhananjay Lokhande, Pralhad Kulkarni, Tejas Harshad Kumar, Dr. Manoj Shirure, Shivraj Raghunath Motegaonkar, Manisha Waghmare, Manisha Mandhare, and Manisha Sanjay Havaldar. All of them are currently in judicial custody, with their custody extended until August 6.
The legal charges being applied here include Sections 315(5), 318(4), 61(2), 238 and 303(2) of the Bharatiya Nyaya Sanhita 2023, sections 13(2) and 13(1)(a) of the Prevention of Corruption Act 1988, and sections 3, 4, 5, 10 and 11 of the Public Examinations (Prevention of Unfair Means) Act 2024.
A few things stand out clearly from what has come out so far:
- The chargesheet covers 13 accused individuals.
- The fast-track court, established on July 23, postponed bail hearings for Dinesh Biwal and Vikas Biwal after no lawyer showed up to represent the CBI on July 27.
The Rouse Avenue Fast-Track Court had asked the CBI to ensure proper legal representation, but no prosecutor appeared for the agency during that hearing. As a result, the bail applications of Dinesh Biwal and Vikas Biwal had to be postponed, while defense counsel Advocate A.P. Singh was present. The court has extended custody of all accused until August 6.
The case itself started moving formally on May 12, when a government official filed a complaint. By July 23, a dedicated fast-track court was set up for cases under the Public Examinations Act 2024.
