Shinde's vision for Mumbai's housing landscape includes a strong emphasis on cluster redevelopment, which he believes will enhance urban living conditions across various localities, including Thane, Mira-Bhayandar, Bhiwandi, Kalyan-Dombivli, and Ulhasnagar. The Siddheshwar Nagar-Ramabai Nagar project alone is expected to provide safe and permanent homes for approximately 6,000 families, along with essential civic amenities and job opportunities.
